Household and fuel eligibility
- Proof you are the bill payer e.g. a utility bill or fuel account in your name
- Proof of your address as your main home e.g. council tax bill or tenancy agreement
- Proof of fuel type e.g. invoice or delivery note
- Proof of a recent or planned fuel purchase e.g. an invoice or receipt dated after 1 April, or a quote/order confirmation
If you receive a qualifying low-income benefit (automatic eligibility):
Proof of one of the following:
- Universal Credit (including Scottish Child Payment)
- Housing Benefit
- Income Support
- Income-based Jobseeker’s Allowance
- Income-based Employment and Support Allowance
- Pension Credit
e.g. a recent award letter or bank statement showing payment
If applying under discretionary eligibility (financial hardship):
Please provide proof of financial hardship e.g. recent bank statements, payslips, or budget sheets PLUS one or more of the following:
Health or vulnerability-related need
- Medical evidence or supporting documentation
e.g. GP letter, hospital discharge summary, disability benefit award - SR1 certificate
Age-related need
- Proof of age for household members
e.g. ID, birth certificate
Rural or location-based need
- Evidence of rural location or limited access to services
e.g. postcode
Other vulnerabilities
- Evidence of financial or personal circumstances, such as:
- Debt (e.g. arrears letters)
- Awaiting benefit decision or appeal (e.g. DWP correspondence)
- Major life event (e.g. redundancy letter)
- Bereavement (e.g. death certificate or supporting note)
